The Obama administration has
unveiled major changes to the criminal justice system, dropping
mandatory minimum sentences in certain drug cases….During his speech, the
attorney-general Mr Holder also announced an expanded compassionate release
for inmates facing extraordinary circumstances and who pose no threat to
the public.
The policy will include elderly
prisoners who did not commit violent crimes and who have already served a
significant portion of their sentences.
The New
Moon [14le] and Obama’s radix Sun [13le] both conjoin stars Dubhe of the Great Bear, Acubens of Cancer
and Zeta Hydra.
The Stars of the Great Bear are
associated with the global scene and world powers; and reveal the diverse
dynamic of these ruling forces in general. Dubhe is the overseeing star of this
area of the zodiak. Dubhe and conjoining stars impel us to strive for a greater
vision beyond the accepted political-religious dogmas of the human world that
keep humanity in darkness and delusion.[1]

The New Moon took place [14le] on Obama’s radix Sun
[13le] with his solar return chart carrying the same T-square straddling the horizon axis suggesting that he was the prime mover behind the
reforms.
Kronos-Hades : laws and
authoritative action (Kronos) have just made things worse (Hades)
Pluto-Uranus : end of an old
order…with Jupiter (in Cancer sign of exaltation) …changes in the judicial (Jupiter) system that
reflect new understanding and compassion (Cancer).
Square the
Ascendant and Pluto is Uranus [12ar]. In this area the stars of the Sea Monster,
the chained woman Andromeda and those of Pegasus and King Cepheus combine. The
Sea Monster (eta Ceti, Dheneb) represents our primal animal urges which often
lead us to hurt others much in the same way as animals do. Chained Andromeda
(14 Andromedae, chained right wrist) represents those victims of the Sea Monster – here literally the
prisoners that civilized society has thrown into jails. While Kings bring order to chaos (sea and sea
monster) they are usually absolutists believing in the use of force. They frame
laws that are draconian and that seldom
make allowance for the animal in man.
Life brings issues of whether to fight to the end with the Sea Monster
or agree to compromise. Here high flying
Pegasus and the stars in the head of
brilliant King Cepheus (Mu Cephei, Garnet Star in King’s head) inspire extraordinary new knowledge and
realizations from which new laws that free Andromeda [2] can follow.[3]
On the MC
is Saturn [5sc] …(actually sharply conjunct the progressed MC for the date of
the news item)… conjunct the stars of the Chinese asterism T’ien-Lao, the Celestial Prison or
T’ien-Wei, the Celestial Jail.
Eta Corona Borealis (7sc18) was the door of the prison. Alpha [Alphecca] (12sc28) was the jailer. It was said that when all stars were clearly
seen the prisons of the empire would be full, but if only seven stars were
visible many would be pardoned; alpha shining bright meant many prisoners, but
if it was faint many would be released [4].
