Pluto in Capricorn: Bursting water pipes at JFK airport

In a 2013 essay   entitled Pluto in Capricorn and our decaying infrastructure, Lynn Hayes wrote [1] :

On Jan.8 just a day before the incident, the last quarter Moon (in 4th house)  has the Sun activating Pluto in Capricorn on the descendant at NY. The Moon also completes a T-square with Uranus-Pluto – a combination that Ebertin links with collapses of systems that have outlived their usefulness.
