Astrologer Edmond Wollmann gives us the chart for the Biden certification (Jan.7, 2021; 3:40:23 am). He also notes that the Moon was void-of-course and that it formed a T-square with Mars-Saturn.
In simple terms, the void-of-course moon describes a period of time before the moon moves into a new sign during which it doesn't form any significant meet-ups with any of the other planets. It's sort of a planetary siesta for the moon.
The plans we make under the void moon aren't very likely to materialize, and our decision-making skills won't be at their finest, either, as we won't have a firm grip on reality and won't be doing things very efficiently. This can be frustrating, as it can feel like we just can't get anywhere while the moon is void — we'll often ended up wasting time and energy trying to do something that we'll inevitably have to correct or re-do later.
Ebertin’s interpretation of Moon-Mars-Saturn is :
Period of impotence
and weakness alternating with brutal or ruthless progress. Will directed
activity meets resistance. (combined with Moon…weakness of will).
How about Biden’s solar return chart progressed to the Certification date and time. The Ascendant has just moved into Capricorn [0cp34]. The Sabian symbol is very illuminating:

The progressed MC [24li] is beginning a square to the stellium Pluto[22cp]-Jupiter [24cp] – Saturn [27cp].
John Sandbach and Ronn Ballard have an interesting take on the Pluto ->Jupiter -> Saturn containment. Pluto – Jupiter gives intense optimism and enthusiasm but this must be combined with patience (Saturn). Without this obsessive, enthusiasm can lead to depression and frustration.
Now just take a look at the US Sibly. Kronos [21cp]-Cupido[24cp]-Pluto [27cp] form a stellium in the 2nd house square Hades [0sc] in the 11th house which in a national chart rules the Parliament or the Congress [1]. With transit Pluto-Saturn over the 2nd house stellium and transit Mars [0ta] opposite Hades [0sc] isn’t it just the right time for the legislators to exercise their power to do something so mean-spirited.
One can also look at subsequent transits and progressions`to the Certification Chart much as one would do for a birth chart. On Jan. 13, a New Moon at [24cp] conjunct Pluto [24cp] activates the hard aspect to the MC [8vi] setting up a challenge to the elevation of the leader.
Incidentally, in the Sibly, Pluto is the ruler of the 12th placed in the 2nd ..the hidden power of big money! The New Moon itself is very significant for Washington DC since it is placed on the IC (4th cusp) conjunct Pluto. And going just one step further, the New Moon is also conjunct Pluto on the MC in the Presidential Inauguration chart (Jan 20, 12:00 pm, Washington, DC). Recall that Pluto in Capricorn has the power to bring to light all that may have been hidden.
