Astrocartography Map for the New Moon
The

"multiple rounds of snow, ice in the Midwest and East as bitterly cold
temperatures grip parts of the nation." https://bit.ly/2OeXOr8
Parts of North India, particularly the states and territories within the Western Himalayan region, are set to experience a fresh spell of rainfall and snowfall over the next 48 hours. According to the India Meteorological Department (IMD), a feeble western disturbance—low-pressure systems that originate over the Mediterranean Sea and move eastwards while gathering moisture along the way—is set to affect the weather across North India over the next two days. https://bit.ly/2Z4kwEx
The Twenty-Eight Mansions are part of the Chinese constellations system. They can be considered as the equivalent to the zodiacal constellations in Western astronomy, though the Twenty-eight Mansions reflect the movement of the Moon through a sidereal month rather than the Sun in a tropical year.
The upcoming New Moon (23aq16) is placed in the Chinese lunar mansion Hiu, The Funeral Mound. This was composed of beta Aquarii (23aq07) and alpha Equueli (22aq50). It was the bringer of deadly Artic winter winds, storms and snow, Hiu means “vacuum” or “emptiness” signifying extremely cold, bleak, deserted places or remote, dangerous wastelands. Hiu also presided over funerals, death and grief [1].
While the New Moon placement is valid for the entire world, those places where it occurs on the angles are the ones more likely to be affected. Take a look at the Astrocartography map for the New Moon. For the US Midwest , the New Moon will take place on the upper meridian (MC) while for North India it will align with the lower meridian(IC).
