In mundane astrology, the cardinal ingresses of the Sun (entry into the  four cardinal signs/ constellations, i.e. 00 deg of Aries, Cancer, Libra, and Capricorn ) have a traditional reputation as important mundane events. Of these the Capricorn Ingress chart is considered by many astrologers to be the most important and often referred to as the “Annual Chart”. The ingress charts are so  impressive that their progressions  can mark important events during the year.

Presented here is the sidereal Capricorn Ingress chart drawn for St. Petersburg where Putin made the announcement.  Notice the significant placement of a Grand Cross on the horizon. The important energies colliding in this square are, so to speak, the positive and change oriented forces of Mars-Uranus-Jupiter against the restrictive, manipulative and controlling Saturn-Pluto energies.  Martha Wescott describes the dynamics thus:

So this then is energy struggling for release and manifestation in the Grand Cross. The next question: when is it likely to manifest as an event. Well, the answer to that, as all regular readers know, is when the progressed angles re-align with the Grand Cross. And sure enough that is exactly what is happening on June 4 at St. Petersburg when Putin makes the announcement that the pipeline is complete.  For the moment, let us stay with that keyword “complete”. Surprisingly in the Grand Cross conjunct the TNP Vulcanus is the asteroid Atropos. Martha Wescott [1] [2] gives the following keyphrases for Atropos.
