The Biden-Putin meeting is taking place just two days after a Sun-Neptune square that straddles the meridian at Geneva. The following extract from the previous post on the eclipse Mercury-Neptune square explains the difficulty

Perhaps synastry will help understand this even better. Putin (b. 7 Oct. 1952) has his current progressed Sun [23sa] square the US Sibly Neptune [23vi] which is conjunct Joe Biden's MC [20vi]. Notice that transiting Sun[23ge] – Neptune [23pi] completes a Grand Cross triggering the solar progression. Remember that the Sun is Apollo – the Greek god of reason and logic while Neptune is of course Dionysus – the god of irrationality.
Moreover we need to remember that Neptune also rules “sleep” so that the cartoon above actually represents the situation quite well!
Neptune is all about living in between worlds. This planet is notorious for daydreaming or sleeping.[1]
