Astrologers routinely draw charts for monthly lunations, planetary ingresses, exact planetary aspects etc to understand how they affect events at any place. As always planetary combinations brought to the angles in these charts (horizon and meridian) are the ones that are most influential. A chart for the exact Mercury (Virgo) - Saturn (Pisces) oppostion of Aug. 2, drawn for Delhi has it significantly placed on the horizon. With Mars conjunct Mercury on the Ascendant  and both opposite Saturn, it is not surprising that we have a violent incident.

In his book The Pulse of Life, Dane Rudhyar described the function of Pisces thus:

Transcendence, overcoming, piercing through illusions and false security, severance of social ties, embarking for the great adventure with utter faith and in denuded simplicity of being: all these things are to be learned in Pisces. Man is here face to face with himself, and with that Greater Self which he names: God. He can refuse such a confrontation. He can cling to oppressive and decadent cities. He can bundle up with refugees and moan forever before the Wailing Walls provided by dying religions and bloated social "Saviors." But then, he will be plouged under, as manure for the spring sowings.

With humanity’s imminent entry into the age of Aquarius, the passage of Saturn through Pisces serves to dissolve boundaries, that keep us unnecessarily walled off or overprotected. It can dissolve barriers to freedom and redefine our core myths. It can also give rise to fear, leading to redoubled efforts for control, often empowered by a fervent faith in religious beliefs, to protect ourselves from chaotic  forces.

So what then is the function of Mercury in Virgo as it opposes Saturn. Mercury [5vi] is placed amid stars of the Sextant of the celestial ship Argo and the star Thuban of Draco the Dragon. The Dragon is about wanting to maintain totalitarian control of the Earth. Nick Fiorenza writes:

Thuban of Draco, in the far northern heavens, just north of Alioth of the Great Bear, was Earth’s pole star circa 2800 BCE, a point in Earth’s ~25,000-year “evolutionary cycle of the soul” at which time a turning and fractioning occurred in the hierarchical powers (including religious) governing Earth. This dramatized the separation between those choosing to fight for a greater evolutionary vision and those wanting to maintain totalitarian control of the Earth.

On the other hand, the Sextant’s stars reveals our need to reassess our position or situation, to reorient ourselves, and to take a new tack toward our goals in life with conscious consideration for the changing evolutionary winds and currents upon which we must navigate.

On a mundane level this can be in regard to changing our fundamental approach or path in life. On a greater scale, this can be in regard to changing allegiance of our energies from the outer world, self-sacrificing to diversionary forces or currents in the world around us, to the vertical integrity of our inner soul / source directive and truth.

Exalted Mercury in Virgo is all about using our powers of reasoning and discrimination to recognize the need to get beyond religious beliefs which controlling powers use to justify acts of vicious intolerance.

Finally, here is the chart for the reported time (2pm on 31 July) of the clash. Notice the Mercury-Saturn opposition aligned with the meridian confirming its role in the event.
