This major decision by Trump to seek economic independence can be seen in the US Sibly. Currently solar arc progressed Saturn [22ge] is conjunct Trump’s radix Sun [22ge] with both square radix Neptune [22vi] placed in the 9th house of the Sibly.
In mundane astrology, commerce with foreign countries is typically ruled by the 9th house. The 9th house governs international affairs, foreign trade, long-distance travel, and relationships with other nations, making it the primary house associated with foreign commerce.
Saturn is the planet of strong boundaries achieved through self-sufficiency. Astrologers associate Neptune with having weak boundaries leading to a sense of being used or victimized by others. This is what Trump said:

Transit Saturn has been in Pisces opposing Sibly Neptune. Pisces in its typical manifestation symbolizes disorder and disintegration. We can feel destabilized by a lack of control and overwhelmed by chaos. Methodica, strict and disciplined Saturn can bring order to a chaotic situation.
